On April 10, 2025, U.S. Customs and Border Protection (CBP) issued CSMS #64701128, updating previous guidance related to the Reciprocal Tariff Program initiated by Executive Order 14257. This latest directive reflects a major policy shift: the tariff rate on imports from China (including Hong Kong and Macau) has increased to 125% under HTSUS 9903.01.63, while previously announced country-specific tariff rates for 83 nations have been suspended, reverting those countries back to the standard 10% reciprocal tariff under HTSUS 9903.01.25.
What’s New As of April 10, 2025
- Imports from China, Hong Kong, and Macau are now subject to a 125% ad valorem tariff under HTSUS 9903.01.63, unless exempted.
- All other countries previously assigned country-specific tariff rates (ranging from 11% to 50%) under HTSUS 9903.01.43–9903.01.76 are now reverted to the base 10% reciprocal tariff under HTSUS 9903.01.25.
- All exceptions listed in previous CSMS messages (including HTSUS 9903.01.26–9903.01.34) continue to apply.
Duty Drawback: Still in Effect for Reciprocal Tariffs
Importantly, CBP has reaffirmed that duty drawback is available for all duties imposed under this reciprocal tariff program, including:- The original 10% duty (9903.01.25)
- The now-suspended country-specific rates (9903.01.43–9903.01.76)
- And the new 125% tariff on Chinese-origin goods (9903.01.63)
